7月23日，以“開源賦能產(chǎn)業(yè)，生態(tài)共筑未來”為主題的2025開放原子開源生態(tài)大會(huì)在北京盛大開幕。這場(chǎng)為期兩天的盛會(huì)由開放原子開源基金會(huì)主辦，匯聚了工信部副部長(zhǎng)熊繼軍、北京市政府副秘書長(zhǎng)許心超等政府代表，以及華為、理想汽車、vivo等科技企業(yè)領(lǐng)袖、高校專家、開發(fā)者等千余名開源生態(tài)參與者，共同探討中國(guó)開源生態(tài)的發(fā)展路徑。

On July 23, the 2025 OpenAtom Open Source Ecosystem Conference, themed "Open Source Empowers Industries, Ecosystems Build the Future," opened grandly in Beijing. This two-day event, hosted by the OpenAtom Open Source Foundation, brought together government representatives including Xiong Jijun, Vice Minister of the Ministry of Industry and Information Technology, and Xu Xinchao, Deputy Secretary-General of the Beijing Municipal Government, as well as leaders from tech enterprises like Huawei, Li Auto, and vivo, university experts, developers, and over a thousand participants in the open-source ecosystem to discuss the development path of China's open-source ecosystem.

Policy Guidance: Building a New National Open-Source System

工信部副部長(zhǎng)熊繼軍在開幕式致辭中首次系統(tǒng)提出四維開源戰(zhàn)略框架：
Xiong Jijun, Vice Minister of the Ministry of Industry and Information Technology, for the first time systematically proposed a four-dimensional open-source strategic framework in his opening speech:

• 機(jī)制共創(chuàng)：推動(dòng)政產(chǎn)學(xué)研用金深度融合，建立開源產(chǎn)品價(jià)值科學(xué)量化體系，釋放開源商業(yè)潛能

• Mechanism Co-creation: Promote deep integration of government, industry, academia, research, application, and capital, establish a scientific quantification system for the value of open-source products, and unlock the commercial potential of open source.

• 創(chuàng)新驅(qū)動(dòng)：聚焦基礎(chǔ)軟件、工業(yè)軟件、人工智能及人形機(jī)器人領(lǐng)域，加速項(xiàng)目孵化與落地

• Innovation-Driven: Focus on basic software, industrial software, artificial intelligence, and humanoid robotics to accelerate project incubation and implementation.

• 人才牽引：建立以貢獻(xiàn)為導(dǎo)向的開源人才評(píng)價(jià)體系

• Talent-Led: Establish a contribution-oriented evaluation system for open-source talents.

• 開放共贏：促進(jìn)開源成果“高質(zhì)量引進(jìn)來、高水平走出去”，優(yōu)化全球生產(chǎn)要素配置

• Open and Win-Win: Promote open-source achievements to "introduce high-quality resources and go global at a high level," optimizing the allocation of global production factors.

北京市政府副秘書長(zhǎng)許心超則披露了北京的開源雄心：依托2024年實(shí)現(xiàn)3.3萬億元信息軟件業(yè)營(yíng)收（占全國(guó)1/4）的產(chǎn)業(yè)基礎(chǔ)，北京將建設(shè)開源技術(shù)孵化器、完善企業(yè)出海服務(wù)體系，并在AI與區(qū)塊鏈領(lǐng)域培育國(guó)際標(biāo)桿項(xiàng)目。
Xu Xinchao, Deputy Secretary-General of the Beijing Municipal Government, revealed Beijing's open-source ambitions: Based on the industrial foundation of achieving RMB 3.3 trillion in revenue from the information software industry in 2024 (accounting for 1/4 of the national total), Beijing will establish open-source technology incubators, improve enterprise overseas service systems, and cultivate international benchmark projects in AI and blockchain.

   大會(huì)重磅發(fā)布覆蓋電力、金融、醫(yī)療、教育等10余個(gè)關(guān)鍵行業(yè)的150余個(gè)應(yīng)用案例，來自南方電網(wǎng)、中國(guó)移動(dòng)、京東集團(tuán)、安貞醫(yī)院等100余家單位。這些案例標(biāo)志著開源技術(shù)實(shí)現(xiàn)了從代碼研發(fā)到千行百業(yè)規(guī)模化應(yīng)用的關(guān)鍵跨越。
   The conference released over 150 application cases covering more than 10 key industries including power, finance, healthcare, and education, from over 100 units such as China Southern Power Grid, China Mobile, JD.com, and Anzhen Hospital. These cases mark a critical leap for open-source technology from code development to large-scale application across thousands of industries.

• Launch of "Source Innovation Tribe": As the country's first physical incubator for open-source SMEs, it provides four major services including project incubation and startup support, creating a "strong magnetic field" for open-source entrepreneurship.

• 雙社區(qū)啟航：電鴻開源社區(qū)（聚焦電力全產(chǎn)業(yè)鏈協(xié)同）與旋武社區(qū)（專注Rust語言生態(tài)）同步啟動(dòng)，強(qiáng)化工業(yè)底座與數(shù)字安全

• Launch of Dual Communities: The Dianhong Open Source Community (focusing on collaboration across the entire power industry chain) and the Xuanwu Community (dedicated to the Rust language ecosystem) were launched simultaneously, strengthening industrial foundations and digital security.

• 國(guó)際開源社區(qū)授牌：十家企業(yè)獲評(píng)首批“開源先鋒企業(yè)”，推動(dòng)北京開源社區(qū)進(jìn)入2.0階段

• Inauguration of International Open Source Communities: Ten enterprises were named the first batch of "Open Source Pioneer Enterprises," propelling Beijing's open-source communities into the 2.0 era.

   The foundation signed donation agreements with eight major projects including Mobius Large Model, OpenLoong, and IvorySQL, covering key technology fields such as AI, blockchain, and basic software, to build a closed-loop ecosystem of "tools-technology-scenarios."

   第三屆開放原子大賽以1500萬元總獎(jiǎng)金創(chuàng)國(guó)內(nèi)開源賽事紀(jì)錄，首批發(fā)布12個(gè)賽項(xiàng)，覆蓋基礎(chǔ)軟件、工業(yè)軟件、AI三大方向，通過實(shí)戰(zhàn)競(jìng)技賽等模式破解產(chǎn)業(yè)技術(shù)難題。
   The third OpenAtom Competition set a domestic record with a total prize of RMB 15 million. The first batch of 12 competition categories covered basic software, industrial software, and AI, aiming to solve industrial technical challenges through practical competition models.

• 車機(jī)3D HMI開發(fā)范式：Kanzi工具鏈實(shí)現(xiàn)60FPS高精度渲染，開發(fā)效率提升50%

• 3D HMI Development Paradigm for In-Vehicle Systems: The Kanzi toolchain achieves 60FPS high-precision rendering, improving development efficiency by 50%.

• 開源鴻蒙筆記本：搭載OSWare OS 2.0系統(tǒng)，支持端云協(xié)同AI，已應(yīng)用于工業(yè)控制、醫(yī)療設(shè)備等領(lǐng)域

• Open Source HarmonyOS Notebook: Equipped with the OSWare OS 2.0 system, it supports edge-cloud collaborative AI and has been applied in industrial control, medical equipment, and other fields.

大會(huì)發(fā)布的《中國(guó)開源發(fā)展深度報(bào)告（2024）》揭示關(guān)鍵數(shù)據(jù)：中國(guó)活躍開源開發(fā)者達(dá)220萬人，居全球首位；年度開源貢獻(xiàn)量超5000萬次，躋身全球前三；活躍項(xiàng)目超300萬個(gè)，位列全球前十。
The "China Open Source Development Deep Report (2024)" released at the conference revealed key data: China has 2.2 million active open-source developers, ranking first globally; annual open-source contributions exceed 50 million, placing it among the top three globally; and active projects exceed 3 million, ranking among the top ten globally.
